Before the outbreak of the civil war (as of 2009), Libya had the highest HDI in Africa and the fourth highest GDP (PPP) per capita in Africa, behind Seychelles, Equatorial Guinea and Gabon. These were largely due to its large petroleum reserves and low population. Annual Statistical Bulletin, (2004),, International Monetary Fund. Retrieved July 15, 2006.
